You can have your fixed screen if you want. This just gives us the opportunity to change and better suit our current needs at the moment. Here's an example for me; I only have so much room on my ability bar. I can have my melee abilities tab handy to throw out a threshold or even ultimate ability that I don't have on my main ability bar. I can also have my defensive abilities tab open because I don't normally have any defensive abilites on the bar when I'm not using a shield. I can just get rid of all my chat tabs, even my mini map if I wanted to. But if you want your fixed screen, you have the option to leave it that way.
